01 / THE ENGINEERING QUESTION

When may a proposal change local state?

When a proposal must be separated from an authorized change.

A new proposal, an accepted decision and persisted state must not silently substitute for one another. A local system needs a clear account of which change was admitted, on what basis and against which state.

ENEY concerns staged research into controlled admission and local state consistency, with qualification of individual candidates.

02 / SCOPE OF WORK

What needs to be defined

  • A proposed change
  • Current state and conditions for an admissible transition
  • Acceptance rules and candidate qualification materials

What needs to be understood

  • Where is the boundary between proposal and acceptance?
  • Which state forms the basis for the decision?
  • Can admission of a specific change be explained?

03 / ILLUSTRATIVE EXAMPLE

Changing a local processing rule

A proposed rule reaches the system. The review examines how to separate consideration of the proposal from the point at which it actually becomes part of accepted state.

This example explains the research subject; it is not a report of a completed engagement.

04 / TECHNICAL ASSESSMENT

Materials for a substantive review

An agreed assessment of a particular candidate should identify, prepare and examine the following materials.

Only a bounded summary of the local BOARD-EX-001 check is public; programme materials are reviewed within an agreed scope. This does not qualify a release. No separate packages for the other five programmes are published here. DA-EX-001 concerns only the inquiry form on this site.

  • An admission and persisted-state model
  • Criteria for a particular development stage
  • Materials connecting a candidate with its verification results
